Do OCG rulings apply to TCG?

OCG rulings are not legal ruling in the TCG even if the TCG currently lacks a ruling on said card and the two ruling don’t contradict eachother. The OCG rulings aren’t official in the TCG, but they are correct 99% of the time, so it’s usually a good idea to follow them. Cards in the hand cannot be targeted.
