Do OCG rulings apply to TCG?
OCG rulings are not legal ruling in the TCG even if the TCG currently lacks a ruling on said card and the two ruling don’t contradict eachother. The OCG rulings aren’t official in the TCG, but they are correct 99% of the time, so it’s usually a good idea to follow them. Cards in the hand cannot be targeted.
What is difference between TCG and OCG?
TCG means Trading Card Game and OCG means Original Card Game. OCG is played in asia (japan, Korea, China and so on) while the TCG is played everywhere else (America, Europe and so on).
Can you use TCG cards in OCG?

Why do the TCG and OCG have different Banlists?
Another reason that justifies different lists is the fact that cards first come out on OCG, and some time later they appear (or not) on TCG in the latest Booster set available. This means that for a period of time some cards actually don’t exist on the TCG and are legally unable to be played on official events.

Typhoon is one of the few spell/trap destruction hand traps. If they use Royal Magical Library, negate the Library’s summon or effect, flip it face-down, or destroy it. If they’re playing Trap Stall Exodia, Royal Decree and Trap Stun will kill them.
